Disposal of Council Land - 4 Pittwater Rd
Council is seeking community feedback on a proposal to determine Council‑owned land at 4 Pittwater Road, Gladesville as surplus to Council’s current and future needs and suitable for disposal.
The proposal is now on public exhibition for 28 days, and submissions are invited from residents and interested community members.
At its meeting on 4 May 2026, Council resolved to:
- Progress disposal of the land in accordance with the Policy for Disposal of Council Land and in accordance with Clause 3.3.1, give public notice (28 days) of a proposal to pass a resolution that would state that the land is surplus to the current or future needs of the Council and the local community and has potential for disposal.
- Delegate to the General Manager authority to undertake a preliminary, without‑prejudice negotiation with the City of Ryde to test the potential for a negotiated sale of the land at 4 Pittwater Road, Gladesville, on the basis that any settlement must be at or above the independent valuation advice; and
- Report back to Council, advising of the outcome of the public notice process, the without-prejudice negotiation process and if appropriate formally determine the land is surplus to Council's needs.
About the site
The land at 4 Pittwater Road, Gladesville is owned by Hunter’s Hill Council but is located within the City of Ryde local government area. This cross‑LGA ownership is a historic arrangement dating back to the mid‑20th century, when the site was transferred for use as a community health facility.

- Ownership: Hunter’s Hill Council (fee simple)
- Zoning: MU1 Mixed Use (under Ryde Local Environmental Plan 2014)

The site adjoins land owned by the City of Ryde, including Gladesville Library and a public car park, and forms part of the broader Gladesville town center precinct.
Why Council is consulting the community
Following a detailed assessment under Council’s Policy for Disposal of Council Land, the site has been identified as no longer required for Council’s current or future service delivery or operational needs.
Before any decision can be made, Council is required to:
- give public notice of the proposal for a minimum of 28 days, and
- consider all submissions received from the community.
This public exhibition is an important part of Council’s commitment to transparency and ensuring the community has an opportunity to comment on significant property and asset decisions.
What is being proposed
At this stage, Council is proposing to:
- determine the land at 4 Pittwater Road, Gladesville as surplus to Council’s needs, and
- consider its future disposal in accordance with Council policy and legislative requirements.
As part of this process, Council will also, on a preliminary and without‑prejudice basis, negotiate the potential sale with the City of Ryde (as the adjoining landowner) as it could represent best value for the community. Any future disposal would be required to achieve at least market value, supported by independent valuation advice.
Please note: No final decision to dispose of the land has been made and will not be made until a further report is presented to Council.
Existing use of the site
The land is currently licensed to Gladesville Occasional Child Care Centre, with the current licence in place until 31 December 2026. The status of this licence will be considered and addressed as part of any future negotiations or disposal process.

What happens next
After the public exhibition period closes:
- Council staff will review and summarise submissions received, and
- a further report will be presented to Council outlining community feedback and the proposed next steps.
No decision on disposal will occur until this process has been completed.
