Draft Local Infrastructure Contributions Plan
Have your say on how new development contributes towards the funding of local infrastructure within Hunters Hill
Hunter’s Hill Council invites you to review and provide feedback on the draft Hunters Hill Section 7.12 Local Infrastructure Contributions Plan 2026. Council endorsed the draft plan to be put on public exhibition at it's meeting on Monday 26 October 2026. You can view the Council Report here.
The draft plan would replace Council’s existing Section 7.12 Local Infrastructure Contributions Plan, and would update how development contributions help to fund local infrastructure and services needed to support population growth within the Hunters Hill Municipality.
What are development contributions?
Development contributions help to fund the public infrastructure and services needed to support growth. They are collected in connection with new development under the Environmental Planning and Assessment Act 1979. Under a Section 7.12 contributions plan, the applicable contribution (levy) is calculated as a percentage of the proposed cost of carrying out development.
Why is Council reviewing the development contributions plan?
NSW Government planning reforms, including Low and Mid Rise housing changes, together with local planning initiatives such as the Gladesville Masterplan, are expected to increase housing and population growth in the Municipality. Council is reviewing its existing development contributions plan so that infrastructure funding better reflects this forecast growth and the additional demand on local infrastructure and services.
What is proposed?
Key aspects of the proposal include:
- Replacing Council’s existing Section 7.12 Local Infrastructure Contributions Plan with an updated plan.
- Update of the works schedule included within the plan to identify infrastructure projects and funding needs associated with forecast growth.
- Increasing the development contributions levy from 1% to 3% for certain types of new development (such as residential and mixed use development over $250,000 in value).
- The contributions levy applying to all non-residential development with a value of more than $250,000 is proposed to remain as 1%.
- Development with a value of $250,000 or less, along with other certain types of development as outlined within the draft plan, are proposed to be exempt from development contributions.
What would the contributions fund?
The works schedule included within the draft plan identifies potential infrastructure projects to support growth, including drainage, natural areas, open space, and social and community infrastructure. This works schedule provides a framework of projects that could be funded through the development contributions plan based on the best information available at the time of preparation of the plan. However, the items contained within the works schedule are not committed projects, and would be reviewed and updated as required in accordance with the Integrated Planning and Reporting Framework. This will ensure projects included within the works schedule continue to align with actual growth, community services and social infrastructure needs and infrastructure priorities.
