At its meeting on 24 February, Council endorsed the installation of our first Electric Vehicle charging station in the Council carpark at 3A Cowell St, Gladesville.

Background

With over 300 registered electric vehicles (EVs) in the Hunter’s Hill Local Government Area, we are ranked 5th for the highest rate of EV ownership according to population. With 40% of our community living in medium to high-density housing, providing access to publicly accessible charging infrastructure is essential.

Publicly accessible charging infrastructure is not currently available in our LGA.

Council is currently assessing a proposal with Evie Networks for the installation of a fast charger at 3A Cowell St, Gladesville within the carpark (this application will be assessed in accordance with Council’s new Electric Vehicle Charging Infrastructure Policy). This infrastructure comes at no direct or ongoing cost to Council and is fully funded through the NSW EV Kerbside Charging Grants (Round 1).

The proposal is for 1 x charger with 2 x charging bays. The proposal requires reconfiguration of a small portion of the carpark, as shown in the diagram below. This will result in one car space being removed in order to meet Australian Standards for car parking facilities (AS 2890.1-1986 Parking Facilities).

The 2 x EV charging bays will be signed and line marked accordingly to allow EV parking only while charging to maximise the use of the infrastructure. The existing 3P regulation in the carpark will be consistently applied to the 2 x charging bays.

If endorsed, the infrastructure will be installed and operational for public use by 30 April 2025. Works are anticipated to take up to 2-3 weeks to complete and do not involve any carpark closures.

If endorsed, Council will enter into a Licence Agreement with Evie Networks which outlines the terms of operation, maintenance and service standards over the duration of the Agreement. Under the terms of the Agreement, Council will receive annual income from the provision of infrastructure on Council Land which will be recommended to allocate to future sustainability initiatives.

This proposal will be on public exhibition from Monday 20 January 2024 to Sunday 2 February 2025.
