Update 30 June 2026 - Public Exhibition now Open

Council is inviting the community to have their say on the Draft Clarke’s Point Reserve and Morts Reserve Plan of Management (PoM).

The draft Plan will guide the long-term use, management and improvement of these important foreshore reserves, ensuring they continue to be valued spaces for the whole community to enjoy.

The Draft Plan of Management will be on public exhibition for 42 days from 30 June 2026 to 10 August 2026.

During this time, residents, visitors and stakeholders are encouraged to review the draft PoM and provide feedback to help shape the future of the reserves. Submissions will be received up until 5pm on 10 August 2026.

About the Draft Plan

Council has prepared an update to the Clarke's Point Reserve and Morts Reserve Plan of Management (POM). This PoM will provide guidelines and actions for future management and maintenance of the Reserves. It has been developed in collaboration with the Sydney Harbour Federation Trust and informed by technical studies and community feedback.

The Plan focuses on protecting what makes these reserves special, while identifying opportunities to improve access, facilities and the overall visitor experience.

Key directions include:

  • Enhancing pedestrian access and connectivity across the site.
  • Protecting environmental values, including bushland and foreshore areas.
  • Strengthening recognition of Aboriginal and maritime heritage.
  • Supporting appropriate community use, including small-scale events and recreation.
  • Upgrading key infrastructure such as seating, lighting and amenities.
  • Improving integration with the broader Woolwich parklands.

These directions aim to balance community use and enjoyment with conservation and long-term management outcomes.

Community engagement has been a central component in the development of the Draft PoM update, ensuring the document reflects the values, priorities and expectations of the local community.


Draft Woolwich Dock, Goat Paddock and Horse Paddock Plan of Management

At the same time, the Sydney Harbour Federation Trust (Harbour Trust) is also updating their Plan of Management for the Woolwich Dock, Goat Paddock and Horse Paddock as the land owners of these adjoining areas.

The combined study area for both PoMs includes five reserves located in Woolwich, in the Hunter’s Hill Municipality, covering 11.5 hectares and approximately 4km from the Sydney CBD. Clarke's Point Reserve and Morts Reserve are managed by Hunter’s Hill Council, and Woolwich Dock, the Horse Paddock, and the Goat Paddock are managed by the Harbour Trust.

The Reserves lie at the confluence of the Lane Cove and Parramatta Rivers. This area is known to its Traditional Owners, the Wallumedegal, as Moocooboola meaning “the meeting of two rivers.”

The Reserves form an integral component in the network of Sydney Harbour foreshore open space. In addition, they form part of a regionally significant biodiversity corridor connecting with Kelly's Bush (managed by Hunter's Hill Council) to the west of the Horse Paddock.

The PoMs will seek to balance open space and recreational needs with conservation of the inherent cultural and natural heritage of the Reserves.

Council and the Harbour Trust have jointly undertaken Traffic and Parking, and Flora and Fauna studies to inform each respective PoMs.

Next steps

Following the exhibition period, Council will:

  • Review all submissions and prepare a summary of feedback.
  • Further consultation with the CAG and key stakeholders (if required).
  • The Draft Plan may be updated with recommended amendments in response to community input.
  • A final Plan of Management will be presented to Council for consideration and adoption in August 2026.

Once adopted, the Plan will guide the future management, maintenance and improvement of Clarke’s Point Reserve and Morts Reserve.
